If someone is driving down a road and it is not a highway and interstate can a Virginia State Trooper give a ticket, or give a speeding ticket on a regular road and not the interstates and highways?|||In Virginia, any road that is not in a city or town is state-maintained.

But a state trooper is just like any other officer of the law, except his jurisdiction is the entire state. So yes he can give that ticket.|||State troopers are not limited to US highways and interstates. They can patrol any rural area and, if necessary, an urban area.
