About to buy another hybrid and am wondering if I can drive in the HOV lanes in Northern Virginia solo with regular plates and not the clean special fuel license plates that are available. I usually drive on I-66 and the toll road, and usually not I-395.|||You need the plates or the passengers (2 or 3 in the car including yourself depending if it is HOV 2 or HOV 3) to drive legally in the HOV lanes
