You can also find helpful information on their website: http://www.doe.virginia.gov/ I am a teacher in VA, and I have a BS. in Special Education. I have, however, been a teacher for 20 years, and back then, a BS was all that was required to become a teacher. I'm not sure if you HAVE to have a M. Ed. to become a teacher. Also, if you're a career-switcher, your core knowledge classes will most likely count toward a teaching certificate. You will, however, probably be required to take some teaching classes, as well. In either case, you will also have to take the PRAXIS - Teacher's exam - before they will issue you a teacing certificate. Get on the Va. Dept. of Ed. website, go to the "teachers" area, and find the phone numbers of the people in the certification department.
