virginia: I live in Michigan and an new neighbor is moving in. Two of the 3 cars in their driveway have Virginia licence plates with the letters HQ written vertically on the left. I looked up Virginia plates, but that design doesn't seem to be available to the public. Is it a government plate?|||According to this website, it means it's a manufacturer vehicle.
