I have a Virginia Creeper that is about 7 years old and each year it regrows from the bottom of the plant. The vines from last year are still alive because if you scratch the surface, there is green under the bark. It has never put new leaves on last year's vines.

What's the problem?|||The vines may be damage to the point that the plant looks to refurbish itself. Any nicks in the vine can cut off or slow down the food supply provided by and to the plant. Therefore sending new shoots out, to feed the roots. Best Wishes.
